In Northwest Zone, Commercial Fishing Unit Chief Saleh Heat aka Phan, 32 years old, was a Cham. He conceded that in late 1968, brother Sou lured him to join CIA. In September 1971, brother Sou transferred army affairs to him. He was told to communicate with Hoeng. In February 1976, brother San introduced him to join CIA. In December 1977, Nhim called upon him to meet in Battambang Province for information on the 1060 Vietnamese families at Tunle Sap. The families would be in favor of anti-revolutionary coup. On June 8, 1978, Nhim convened a meeting with nominating the Vietnamese as a core force. After that, Angkar made his arrest.
ឈ្មោះសាឡេះ ហ៊ាត ហៅ ផន ប្រធាននេសាទពាណិជ្ជកម្ម ភូមិភាគពាយ័ព្យ អាយុ ៣២ ឆ្នាំ ជនជាតិចាម បានឆ្លើយសារភាព ថាៈ ចុងឆ្នាំ១៩៦៨ បងស៊ូ អប់រំឱ្យចូលសេអ៊ីអា។ ខែ៩-៧១ បងស៊ូ បានប្រគល់កងទ័ព តំបន់៤ ហើយប្រាប់ខ្លួនឱ្យភ្ជាប់ខ្សែជាមួយ ឈ្មោះហឹង។ ខែ២-៧៦ បងសាន អប់រំខ្លួនឱ្យចូលសេអ៊ីអា។ ខែ១២-៧៧ ញឹម ហៅខ្លួនទៅជួបនៅបាត់ដំបង សួរពីកម្លាំងយួន នៅទនេ្លសាបដែលមានចំនួន ១០៦០គ្រួសារ។ កម្លាំងយួននេះ ជាជំនួយក្នុងការធ្វើរដ្ឋប្រហាររំលំបដិវត្ដ។ថ្ងៃ៨-៦-៧៨ ញឹម ហៅខ្លួនមកប្រជុំជាមួយយួន ដោយចាត់តាំងយួន ជាកម្លាំងស្នូល។ ក្រោយមកត្រូវអង្គការចាប់ខ្លួនតែម្ដង។
