ឈ្មោះ តាំង ស៊ីវឡេង សាស្ដ្រាចារ្យ បានឆ្លើយថា នៅខែសីហា ១៩៧៥ ឈ្មោះ វិន អតីតទាហាននៅបារាយណ៍ ខេត្ដកំពង់ធំ បាន ធ្វើសកម្មភាពប្រឆាំងបដិវត្ដន៍ ដោយបំផុសកសិករឱ្យប្រឆាំងបដិវត្ដន៍ រៀបចំផែនការសម្លាប់កម្មាភិបាលភូមិ។
