In January 1978, In Tam enemies provoked turmoil along the border in Preah Vihear and Otdar Meanchey provinces. They divided themselves into small groups to ambush our militiamen and recruited bad elements as their forces and fought out foodstuff. They took the opportunity when we were busily fighting with Vietnamese enemies in the front line to stage turmoil in other districts. In order to prevent these activities, we took some measures such as cutting off food supplies by rapidly collecting rice, cutting off connection of the enemies both inside and outside, and properly strengthening our base in order to sweep up hidden enemies. This report had been copied and sent to uncle Nuon, brother Vann, brother Vorn, brother Khieu and documenting office.
នៅខែមករា ឆ្នាំ១៩៧៨ ខ្មាំង អ៊ិន តាំ វាធ្វើសកម្មភាពអុកឡុកនៅ តាមព្រំដែនដូចជា ខេត្ដព្រះវិហារ និង ឧត្ដរមានជ័យ។ ពួកវាចែកជា ក្រុមតូចៗពួនស្ទាក់វាយឈ្លបយើង ប្រមូលពួកដែលមានសមាសភាព មិនល្អធ្វើជាកម្លាំង និង ទាក់ទងរកស្បៀង។ ពួកវាឆ្លៀតពេលដែល យើងជាប់ដៃវាយយួននៅសមភូមិមុខ ដោយធ្វើការអុកឡុកតាមស្រុក មួយចំនួន។ ដើម្បីទប់ស្កាត់សកម្មភាពនេះ យើងមានវិធានការមួយ ចំនួនដូចជា កាត់ផ្ដាច់ស្បៀងខ្មាំងដោយប្រមូលផលជាបន្ទាន់ កាត់ផ្ដាច់ ទំនាក់ទំនងខ្មាំងទាំងខាងក្នុង និង ក្រៅពង្រឹងមូលដ្ឋានអោយបានល្អ ដើម្បីបោសសម្អាតខ្មាំងបង្កប់។ ចម្លងជូន អ៊ុំ នួន, បង វ៉ាន់, បង វន បង ខៀវ និង មន្ទីរឯកសារ។
