Aom Soek, train mechnic in Phnom Penh, confessed that in 1969 Keo Chem, worker of railroad unit in Phnom Penh, joined the CIA movement with him. In October 1974, Keo Chem received plan from Kiriphala to incite people not to believe the Khmer Rouge's propaganda, to expand CIA forces, to spy on the Khmer Rouge's military bases, and to assign expanded forces to infiltrate into the Khmer Rouge's line.
អោម សឹក ជាងជួសជុលម៉ាស៊ីនរថភ្លើងភំ្នពេញ បានឆ្លើងពីឈ្មោះ កែវ ចែម ជាងពុតដែករថភើ្លងភំ្នពេញថា ចូលសេអ៊ីអានៅឆ្នាំ១៩៦៩ នៅខ្សែជាមួយខ្លួន។ ខែ១០-១៩៧៤ ទទួលផែនការពី គីរីផល្លា ឱ្យបំផុសប្រជាជនកុំឱ្យជឿការឃោសនារបស់ខ្មែរក្រហម កសាងកម្លាំង សេអ៊ីអា តាមដានរកមូលដ្ឋានខ្មែរក្រហម និងចាត់តាំងកម្លាំងបង្កប់ ក្នុងជួរខ្មែរក្រហម។
