At the time of the expulsion of the Vietnamese troops it was explained that there were enough Khmer troops and that it was no longer necessary to depend on foreign troops. As for the Vietnamese residents it was explained that as long as they stay it would be difficult to expel Vietnamese troops if they should come back to try to take over Cambodian territory. Ly Phen himself made these explanations (SH, JAP 23, p. 43)
