This plan allegedly came from the CIA in Phnom Penh, from In Tam, 196804?? That was allegedly the third plan of the Khmer Serei to stengthen their connections within the country and with the USA and Vietnam. This plan allegedly came from the CIA in Phnom Penh, 196910?? or 196911?? (Chakrei's confession, pp. 73-74) ~ was chief of a Khmer Serei meeting at Khut Khun's house in Prasat Subdistrict, Peamchor District, Region 24. That allegedly the fourth meeting of the Khmer Serei to discuss immediate plans. The plans were allegedly the idea of the CIA and the Vietnamese, 197003?? (Chakrei's confession, pp. 74-77) ~ appointed Pal and Dinh, who came from Hanoi, in charge of Region 25, 1971???? (Chakrei's confession, p. 61) ~ was the chief of a Khmer Serei meeting at Li Pen's office in Pratheat Subdistrict, O Reang Auv District, Region 22. This was allegedly the fifth meeting of the Khmer Serei to build up their connections. The plans were allegedly mainly from the CIA, but some were from Vietnam, 197207?? or 197208?? (Chakrei's confession, pp. 77-79) ~ attended a three-day meeting in the Eastern Zone. The alleged subject of the meeting was the creation of a new party, the "Workers Party of Kampuchea", 1973???? (Tum's confession, pp. 45-64) ~ attended the Eastern Zone's meeting in Kroch Chmar District, Kampung Cham Province, which was led by Phuong. The meeting was alllegedly about the creation of the "Workers Party of Kampuchea" and the rearrangement of the Zone's leadership, 1973???? (Tum's confession, pp. 64-70) ~ attended a meeting in Prek Dambok Village, Prek Dambok Subdistrict, Koh Sotin District, Region 22, Eastern Zone. Chhouk was invited by Sao Phim, 197503?? (Chakrei's confession, p. 10) ~ allegedly held a Khmer Serei meeting at his own house in Krasang Torng Village, Ponhea Leang Subdistrict, Preah Sdech District, Region 24. That was allegedly the sixth meeting of the Khmer Serei to destroy the CPK and to strengthen their connections with Vietnam, 19750614 (Chakrei's confession, pp. 80-83)

took 13 kgs gold to Vietnam to exhange for dollars and fuel. The purpose of this act was allegedly the need to sustain the plans of the Khmer Serei and to establish a Khmer Serei base in South Vietnam (Chakrei's confession, pp. 16-17)
