After Khieu Samphan had visited Sihanouk in Beijing, there was a report that Sihanoukd would return to Cambodia soon in order to save the Cambodian government's face that its head of state and the gov ernment were going separate ways. His return also indicated the Chinese attempt to balance its influence against the Soviets over Cambodia.
