Top leaders of the Khmer Rouge was Khieu Samphan. Next to Samphan was Saloth Sar. Also, there were Ieng Sary, Sen Hong, Penh Nuth, Hu Yuon, Sarin Chak, Thioun Mun, Huat Sam-ad, Ngo Go, Kiet Chhon, Thi oun Prasit, Pauk De Komar, and Khoi Thon. Sihanouk faction would not have any important role in the country administration.
