Thai intelligence reports estimated 60,000 Vietnamese troops occupy a stretch of Cambodian territory along the border from Ratanakiri to Kampot. Thai sources did not expect the Vietnamese forces to wi thdraw or to march forward. The Vietnamese are believed to want to replace the pro-Beijing government with a pro-Hanoi one, leading to the implementation of the Indochina Federation planned by Ho Chi Minh.
