Radio Phnom Penh and Radio Thailand announced Ieng Sary's plan to visit Thailand on July 14, 1978. The Thai government had tightened security measures for fear of possible violence against the Cambodi an leader. Sary's visit was believed to be a result of Cambodia's current border battle with Vietnam, and that forced its government to improve its relationship with Thailand. It was also possibly a r esponse to pressure from China, which played a third party role in mediating the Thai-Cambodian border dispute.
