Summary / Abstract :
An analysis of U.S. policy toward Cambodia from the era of the newly independent Royal Government of Cambodia to the the transitional period in 1991, when the United Nations Transitional Authority for Cambodia prepares and organizes elections for a new regime. Drawing on new sources of information, the book shows how U.S. policy created and sustained the Khmer Rouge from the 1960s to the 1980s, th en adopted a new policy in response to a lobbying campaign to oppose the Khmer Rouge. Using a computerized method of analysing how U.S. foreign policy changed over time, the book provides a multi-leve l explanation for the decade-long de facto U.S.-Khmer Rouge alliance, which became untenable by 1990.
