Summary / Abstract :
Touch Pheng alias Phai [allegedly]joined the CIA and was led by Tum to infiltrate the revolution as a messenger during 1962-69, with an assignment to communicate with Region 22 through Comrade Phoung. During 1970-75, [he]was Secretary of Khoh Sotin District, and [he]was then entrusted by Tum with a plot to build up traitorous forces in order to attack Angkar. In addition, [he]and [his]squad scared people from the battle, made people angry by saying they were starved due to the war between the Khmer Rouge and Vietnam, formed guerrillas to combat the revolution, hid weapons in reserve for any fu ture events, encouraged combatants to desert the battlefield, encouraged youth to sink boats so that soldiers could not be ferried and delayed the transportation of gun-powder, until arrested by Angka r.
