Kong Touch, allegedly a member of CIA forces, reported on the activities of his CIA partisans and CIA plans in Battambang Province. He placed CIA agents among people and within units, with the purpose of assessing situations in order to set up plans to attack and take control of Battambang Province with the help of In Tam's troops stationed at Phnom Malia.
