In 1973, In Lay [allegedly]joined the revolution as a combatant in Region 25, and infiltrated the revolution through CIA partisans in 1972. After hiding in the revolution, [Lay]created conflict in the units, encouraged people to be free, pretentions and lazy about work, built up CIA forces in the units, and hid rice until arrested by Angkar.
