Chap Voeun joined the revolution in the Nothern Zone, and inspired combatants to return home. In 1974, [Chap Voeun]allowed troops to conquer 3 villages, hid and shot combatants, inspired combatants to destroy rice, shot into the air to scare port guards in Kampong Cham, built up betrayal forces, inspired combatants to kill good people in order to ruin Angkar's policies and cause people to think An gkar was not good and not to be trusted. [Chap Voeun]also encouraged people to flee to other regions.
