Summary / Abstract :
|
In 1965, Hay Kimseang allegedly was sent to study in Russia and took part in the Russian party. In 1970, [Kimseang]joined the Khmer Student and overseas Khmer Associations while studying there France. In 1971, [Kimseang]cooperated with Cuba and asked them to support Cambodia's struggle against USA. [Kimseang]had diplomatic relations with Latin America and suggested they help Cambodia. In 1973, [Ki mseang]came to Cambodia to encourag people to flee and to cooperate with Seang Layny in order to make Cambodia become economically dependent on Russia. [Kimseang]accepted Russian technical aid instead of China's and opened up the Cambodian economy in order to act against China.
