In 1976, Sem Sea [allegedly]conducted traitorous actions, as an Under-Secretary of the Department of Disabled Soldiers in the zones, built up betrayal forces, spoiled medical products, killed patients by treating them with a mixture of medicines, killed animals and damaged drugs. [Sem Sea]was later arrested by Angkar.
