Phnom Penh

Nguon Penh [allegedly]conducted traitorous actions from 1970, through Chakrey, and was influenced to kill people who opposed the betrayal plan and who made complaints against soldiers, in order to thr eaten youth not to join military service. In 1971, Nguon Penh was assigned by Chakrey to contact Chhouk to build up traitorous forces, and to inspire people to hold demonstrations appealing for a ceas e-fire. During 1975-76, [Penh]was advised by Chakrey and Chhouk to prepare a plot to conquer the revolutionary authorities, with Chakrey going to contact Vietnamese in seach of weapons to equip the tr aitorous forces to attack the party between 1976-80.
