In 1973, Kheng Ny joined the revolution in Region 22 as a combatant. In 1975, [Kheng Ny][allegedly]joined the CIA, inspired youth to oppose the revolution, to destroy property and to conflict with Ang kar on the matter of not having enough food to eat. [Kheng Ny]encouraged youth to oppose the collective system, allowed youth to move freely and encouraged them to destroy property in the units, until arrested by Angkar.
