In 1976, Comrade Ros Pho held a meeting and assigned forces to launch activities against the revolution. At that time, [Chhim Pho]was a messenger, carrying messages to Chouk in Region 24 to arrange a plan to destroy the central party in collaboration with the Free Khmer Movement, through Thach Se in Vietnamese territory. Their traitorous plans involved producing leaflets in an attempt to sidetrack Angkar and make people believe that previous activities were not committed by Chakrey and his partisans, so that Angkar would release their partisan who had been arrested. Then [Chhim Pho]took a lett er to Chhouk to assemble soldiers and go to Vietnam, taking 50 kilograms of gold, 300, 000 Hong Kong dollars and 800, 000 Riels. In addition, [Chhim Pho]had bandits rob people and the military, until arrested in May 1976.
