In 1975, Sum Soeng [allegedly]received a plan from Huot to influence and lead combatants towards freedom in their everday lives, to destroy supplies, burn down petrolium reserves in Ror Sey Keov and t hreaten to kill members of his traitorous group if any of them informed the party. This plot failed and he was arrested.
