Part I details the facts surrounding the deaths of over a million Cambodians, one-seventh o f Kampuchea's total population, during the Pol Pot regime and the deaths of approximately the same number of people over the last two years in Ethiopia. Part II discusses the international law doctrine of humanitarian intervention. This section sets out the historical development of the doctrine, as well as its present viability in light of the post-World War II international legal system. Part III proposes a set of criteria for applying the doctrine of humanitarian intervention. A government can use th ese criteria for determining whether it should intervene in the affairs of another nation on humanitarian grounds for the purpose of preventing, or at least minimizing, future atrocities. Finally, par t IV applies the humanitarian intervention criteria developed in Part III to the Kampuchean and Ethiopian situations. (Internet on the Holocaust and Genocide).
