Helen Fein explores how and why groups, communities, and nations help those beyond group borders, such as victimized minorities and strangers. This phenomenon can be considered collective altruism or collective helping behavior, a subject that has received little theoretical consideration. Helping refugees and people fleeing genocide is a critical test of collective altruism. Helen Fein considers how states responded to Jewish refugees before World War II and to Jews who were targets of the "FinalSolution" during the Holocaust, propounding an explanation of what occurred in the states and comm unities that mobilized in their defense. She compares the response of states to the pre-Holocaust Jewish refugee crisis of the later 1930s and to the IndoChinese refugee crisis beginning in 1978, focu sing on an explanation of why the United States officially acknowledged responsibility in 1978-79 and denied it in 1938-39.
