The U.N. Commission on Human Rights has a subsidiary body of experts, the Sub-Commission on the Prevention of Discrimination and the Protection of Minorities, whose members are often appointed by the Commission on Human Rights to analyze materials on human rights violations provided to the Commission by U.N. member states and nongovernmental organizations in consultative status with the Economic a nd Social Council of the United Nations. The submissions cited above were examined by Mr. Boudhiba, a Tunisian jurist who was the Chairman of the Sub-Commission. The Boudhiba Report, entitled "Analysi s prepared on behalf of the Sub-Commission by its Chairman of materials submitted to it and the Commission on Human Rights under decision 9 (XXXIV)of the Commission on Human Rights," analyzed the viol ations contained in the submission according to the articles of the Universal Declaration of Human Rights. One of the most thorough reports on a situation of human rights violations to have been prepa red by a U.N.-appointed expert, the Boudhiba Report provides the context of a consistent pattern of gross violations of human rights in which the specific acts of genocide were committed. The report c oncluded that the situation in Kampuchea was the worst to have occurred since Nazism and constituted nothing less than "auto-genocide." Regrettably, the Commission on Human Rights pointedly declined t o consider the report it had commissioned by the Chairman of the Sub-Commission. (David Hawk).
