Initially the official response by the Khmer Rouge was to blame deaths occurring in Cambodia on the United States. After 1979 the Khmer Rouge blamed Vietnam for the deaths of 2 1/2 million Cambodians (see Note 6/page 97 Chapter IV. "Human Rights," Multilateral Treaties for which the Secretary-General Acts as Depositary [ST/LEG/SER.D/13]for Democratic Kampuchea's 9 November 1981 objection as a U.N. -recognized state, party to the Genocide Convention, to the U.N. Secretary-General with regard to the accession by Vietnam to the Convention on the Prevention and Punishment of the Crime of Genocide). (David Hawk).
