Waldheim's visit will have a restraining effect on the military action of Vietnam which has rebuffed suggestions that he also visit Hanoi. The visit is know to be favored by the US and China. Buth feel that an attack on Cambodia by the Soviet supported Vietnamese might upset the power balance in Indochina.
