Australia newly arrived refugees report a sharp increase in recent months in insurgent activity in south Vietnam. They have identified three significent forces that work against the government. Refugees say the delta insurgents appear to live hand to mouth, but the central Vietnamese suffer no shortage of arms ammunition or supplies.
