The truth is that immediately after the Kampuchean people's Victoiry in theiir struggle againts U.S aggression for national salvation the reactory rulers in Phnom Penh shed their manks they deliberately provoked clashs, and committed crimes against Vietnamese at the border to fan national hatred, in pursuance of a planned, systematic policy of enmity aggaimt the socialist R_of Vietnam.
