The war of word between Hanoi and Phnom Penh has stepped up sharply most dramatieally in an open press conference and the release of self justifying documents in the Vietnamese capital. It is Cambodia wich has camed the tension in the Vietnam Cambodia border situation deterioration of the Vietnam Cambodia relation ship and great difficulty and implecation for all afforts aimed at settling the question of improving relation between the two countries.
