In the new appeal AI in Brcessels called upon the communist leaders of Cambodia to make a statement regarding continuing reports of alleged massacres As well as the UN Human rights commission had several times demanded a statement from Khmer Rouge. The only reply had been the remark made by Minister Ieng Sary in May 1977 in a speech : ''We condemn only the more important offenders'' but he did not mention the massacre.
