On October 9, 1970, 8 elements of Viet Cong committee including Mam Lao, comminttee chief, and Mam Lanh, deputy called a meeting. Mam Lao, forced people under his control to restrict people to offer 100 kg of rice each, and bring to Chamkar Andong and rubber plantation in Chamkar Leu district of Kampong Cham province.
កាលពីថ្ងៃ៩ តុលា ១៩៧០ មានសមាសភាពគណៈកម្មាការយួន យៀកកុងចំនួន៨នាក់ ក្នុងនោះមានឈ្មោះ ម៉ម ឡោ ជាប្រធានឈ្មោះ ម៉ម ឡាញ់ ជាអនុប្រធានបានធ្វើការប្រជុំ ហើយឈ្មោះ ម៉ម ឡោ ដាក់កម្រិតដល់អ្នកនៅក្រោមបង្គាប់ ហើយព្រមទាំងឱ្យអ្នកទាំងនោះដាក់កម្រិតបន្ដដល់ប្រជាពលរដ្ឋឱ្យម្នាក់ៗត្រូវយកអង្ករចំនួន១០០គីឡូក្រាម មកទុកនៅក្នុងចម្ការ កៅស៊ូ ចម្ការអណ្ដូង ស្រុកចំការលើ ខេត្ដកំពង់ចាម។
