On January 16, 1971, approximately 150 Viet Cong Armed forces hid themselves in local people' s houses in Boeng Ka Ek village at VT:834-569 and in Prek Roka village at VT:836-568 of Kandal Stung district, Kandal province. Nowadays, they were checking and noting down the amount of rice and animals which belonged to the local people. They took 50 percent of the products and the rest they gave to the owners, but they did not allow the people to sell in any populated region. They were also very strict to the people for travelling. If someone wanted to go to Phnom Penh he or she must ask for permission.
កាលពីថ្ងៃទី១៦ ខែមករា ឆ្នាំ១៩៧១ ខ្មាំងវៀតកុង១៥០នាក់ ប្រដាប់ អាវុធគ្រប់ដៃបានចូលទៅលាក់ខ្លួនតាមផ្ទះអ្នកស្រុកនៅភូមិបឹងក្អែក វ៉េតេៈ៨៣៤-៥៦៩ និងភូមិព្រែករការ វ៉េតេៈ៨៣៦-៥៦៨ ស្រុក កណ្ដាលសឹ្ទង។ ពួកខ្មាំងកំពុងដើរកត់ស្រូវ, អង្ករ និងសត្វរបស់ អ្នកស្រុក ហើយដកយកពាក់កណ្ដាលអោយម្ចាស់ពាក់កណ្ដាល ហើយ សល់ពីនោះវាមិនអោយដឹកនាំយកទៅលក់នៅទីប្រជុំជនទេ។ ហើយវា ដាក់កំហិតយ៉ាងតឹងដល់ប្រជាពលរដ្ឋអោយសុំច្បាប់វានៅពេលចង់មក ភ្នំពេញ។
