On December 13, 1972 Khmer Viet Cong rading unit equipped with such weapons as PM-AC, Carabine and B40 based in Moha Russei invited the cadre chief of Morha Russei sub district, to join a meeting held in Morha Russei sub district, Kong Pisey district, Kampong Speu province. The meeting focused on the plan to attack National Army based in Sandol village at VT 636-475 and in Tram Khna at VT 684-475.
កាលពីថ្ងៃ១៣-ធ្នូ-១៩៧២ កងឆ្មក់ខ្មែរយៀកកុងប្រចាំការនៅ មហាឫស្សីចំនួន២០នាក់ ប្រដាប់អាវុធប៉េអ៊ឹម-អាសេ, ការ៉ាប៊ីន និងបេ៤០ បានកោះហៅគណៈកម្មាភិបាលឃុំមហាឫស្សី ចូលរួមប្រជុំ នៅភូមិឫស្សីស្រុក ត្រង់ចំណុចវ៉េតេ ៦៣២-៤៥១ ក្នុងឃុំមហាឫស្សី ស្រុកគងពិសី ខេត្ដកំពង់ស្ពឺ។ ការប្រជុំនោះនិយាយអំពីគម្រោងមក វាយប្រហារកងទ័ពជាតិយើងប្រចាំការនៅភូមិសន្ដុល ត្រង់វ៉េតេ ៦៣៦-៤៧៥ និងត្រាំខ្នារ ត្រង់វ៉េតេ ៦៨៤-៤៧៥។
