An enemy agent Smann El, Khmer Muslim , living in Muk Kampoul sub-district and district of Kandal province was in charge of collecting informationand receiving money from enemy to buy some required materials from Phnom Penh which were tax evasion ones. The enemy region where they waited for buying goods from the agent was located in Svay Romiet, Khsach Kandal district, Kadal province.
