Unanimous prisoners confessed that after the liberation, there were 8 region chiefs of region 23: So, secretary of region 23, was captured by Angkar in 1978, Thuch, was a deputy secretary of region 23 [captured], Saphat, member of region 23 [1971], Keo, deputy member of region 21, Khuon Ya, member, Polivann, secretary of Samrong district [1971], Uong Tun aka Samit, secretary of Meanchey Thmei district [captured in 1976], and Saroeun, secretary of Chan Trea district [1971]. In 1975, Angkar pulled him out secretary of district on charge of having sexual misconduct with women at offices. After the liberation, Thuch contacted a Vietnamese, Nam Long, to change agricultural tools to be used in region 23 farms. Keo An, Khuon Ya, So Chhem were smugglers between Cambodia and Vietnam.
