A source said that on January 13, 1974, Khmer Communist established a man unit by collecting forces from all unit in Pursat province. They recruited only the single ones in order to reinforce their troops being in an operation around Phnom Penh. The source added that by 1973 Vanh, cadre chief and Ren, deputy cief in region 2 invited all commanders in region 2 to join a meeting held in Prey Kampoan at UU485-833. After the meeting they decided to conscript 80 battalions in an attempt to attack Phnom Penh city.
ប្រភពបានរាយការណ៍មកថា កាលពីថ្ងៃ១៣-មករា-១៩៧៤ ខ្មែរកុម្មុយនិស្ដបានបង្កើតកងឯកភាពមួយ ដែលប្រមូលមនុស្សចូល មកពីគ្រប់ អង្គភាពក្នុងខេត្ដពោធិ៍សាត់ ដោយជ្រើសរើសយកតែយុវជន ដែលនៅលីវ ដើម្បីជំនួយដល់កងទ័ពដែលកំពុងប្រតិបត្ដិការនៅជុំវិញ ក្រុងភ្នំពេញ។ ប្រភពបានបន្ថែមថាកាលពីបំណាច់ឆ្នាំ១៩៧៣ ឈ្មោះ វ៉ាញ ប្រធានគណៈកម្មាភិបាល និងឈ្មោះ រ៉ែន អនុប្រធានតំបន់២ បានកោះហៅគ្រប់មេបញ្ជាការតំបន់២ ឱ្យមកប្រជុំនៅព្រៃកំពន័្ធត្រង់ ចំណុចអ៊ុយអ៊ុយ ៤៨៥-៨៣៣។ ការប្រជុំនោះបានសមេ្រចឱ្យធ្វើការជ្រើសរើសទ័ពឱ្យបាន ៨០កងវរៈសេនាតូចទៀត ដើម្បីធ្វើ ការវាយប្រហារទីក្រុងភ្នំពេញ។
