According to reported No.1183 T.A.H.CH dated June 3, 1974 and No.1185 T.A.H.CH. No.5 K.B.T. dated June 3, 1974, Brigadier General, Ieng Chhong, ordered his soldiers to free the people who were detained in the flat No.416, while located in street 18.
