A source reported that on December 01, 1973, Luch Soeun, a director of University of Literature, were about created "Indochinese's Youth Association" but did not riase. Luch Soeun, taught in Yuvachorn Sraoch Srang Cheat Hight School near in Stat Chas.
តាមប្រភពផ្ដល់ពត៌មានបានឱ្យដឹងថាកាលពីថ្ងៃអាទិត្យ ទី១ ធ្នូ ១៩៧៣ លោក ឡុច សឿន ប្រធានមហាវិទ្យាល័យអក្សរសាស្ដ្រ បានបម្រុងនឹងបង្កើត «សមាគមយុវជនឥណ្ឌូចិន» តែពុំទាន់មាន សកម្មភាពប្រមូលសមាជិក ដើម្បីបង្កើតសមាគមនេះនៅឡើយ។ លោក ឡុច សឿន បង្រៀននៅវិទ្យាល័យយុវជនស្រោចស្រង់ជាតិ ក្បែរស្ដាតចាស់។
