Mao Chhoeun allegedly became a spy in 1965 in the rubber plantations tracking the KR activities, and allegedly built up secret agents. In 1970, he worked for the KR Sub-District militia. In 1975, he was appointed to be an assisistant to Division 117 and moved to Kampong Cham where allegedly he encouraged soldiers to destroy weapons and ammunition warehouses and hid weapons for use to capture Kampong Cham and Kampong Thom Province. He was arrested on 17th September, 1977.
