In September 1963, Hai Kim Seang, 32 years old, Khmer,
born in Tonle Bet, Tbong Khmum district, Kampong Cham province, went to the Soviet Union to be trained in Pedagogic section. In 1976, he came back to Cambodia and served in the Khmer Communist movement. He was a former second secretary of Kampuchea democratic embassy in Cuba. ឈ្មោះ ហៃ គឹមស៊ាង អាយុ៣២ឆ្នាំ ជនជាតិខ្មែរ កើតនៅទនេ្លបិត ស្រុកត្បូងឃំ្មុ ខេត្ដកំពង់ចាម។ នៅខែកញ្ញា ឆ្នាំ១៩៦៣ ឈ្មោះ ហៃ គឹមស៊ាង បានទៅសិក្សានៅប្រទេសសូវៀត ផ្នែកខាងសាស្ដ្រចារ្យ ហើយបាន វិលត្រឡប់មកប្រទេសកម្ពុជាវិញ នៅឆ្នាំ១៩៧៦។ ឈ្មោះ ហៃ គឹម ស៊ាង អតីតលេខាធិការទី២ នៃស្ថានទូតកម្ពុជាប្រជាធិបតេយ្យ ប្រចាំគុយបា។
