Transmitted herewith for your signature is a memorandum for the president, recommending interim legislation to provide immediate relief from the statutory ceilings on aid to Cambodia. As explained in greater detail in the attached memorandum (not copied), the need for immediate congressional action will not complete its consideration of the president's January 28 request for supplement funds before Cambodian supplied of food and ammunition available under present ceilings are exhausted.
