It now appears certain that congress will be unable to set before late March on the request for additional funds for Cambodia and south Vietname that you submitted on January 28. A number of factors have contributed to this delay, including the congressional recess, delay in organizing essential committees, and a reluctance by some members to take up further legislation on Indochina.
