កំណត់សម្គាល់សេចក្ដីសង្ខេប :
State messages (like the one at Tab B) on Cambodian negotiations and mediation attempts should, We believe, be cleared with the NSC. We also suspect that some state messages in this category--eg., recent instructions to Peking--are not even sent to us. Since we are called upon to give the secretary our advice in this area, we should be kept fully informed and should have some influence on state's actions.
សហរដ្ឋបានផ្ញើរលិខិត (នៅចំណុច បេ) ស្ដីពីការចរចារ និងសម្រុះសម្រួលនៅប្រទេសកម្ពុជា និងប្រព្រឹត្ដិឡើងដោយ ក្រុមប្រឹក្សាសន្ដិសុខថ្នាក់ជាតិ។ យើងសង្ស័យថាលិខិតមួយចំនួន ដែលបានលើកឡើង មិនបានផ្ញើមកយើងទេ ឧទាហរណ៍ ការណែនាំថ្មីៗនេះទៅប៉េកាំង។ ដោយយោងត្រូវបានបញ្ជាឱ្យផ្ដល់យោបល់ ដល់លេខាធិការយើងមានសិទ្ធិក្នុងការ ដឹងឮរឿងទាំងអស់បានរួមចំណែកក្នុងការសកម្មភាពរដ្ឋ។
