Summary / Abstract :
កំណត់សម្គាល់សេចក្ដីសង្ខេប :
State messages (like the one at Tab B) on Cambodian negotiations and mediation attempts should, We believe, be cleared with the National Security Council. We also suspect that some state messages in this category--eg., recent instructions to Beijing--are not even sent to us. Since we are called upon to give the secretary aour advice in this area, we should be kept fully informed and should have some influence on state's actions.
សហរដ្ឋបានផ្ញើរលិខិត (នៅចំណុច បេ) ស្ដីពីការចរចារ និងសម្រុះសម្រួលនៅប្រទេសកម្ពុជា និងប្រព្រឹត្ដិឡើងដោយ ក្រុមប្រឹក្សាសន្ដិសុខថ្នាក់ជាតិ។ យើងសង្ស័យថាលិខិតមួយចំនួន ដែលបានលើកឡើង មិនបានផ្ញើរមកយើងទេ ឧទាហរណ៍ ការណែនាំថ្មីៗនេះទៅប៉េកាំង។ ដោយយោងត្រូវបានបញ្ជាឱ្យផ្ដល់យោបល់ ដល់លេខាធិការយើងមានសិទ្ធិក្នុង ការដឹងឮរឿងទាំងអស់ បានរួមចំណែកក្នុងការសកម្មភាពរដ្ឋ។
