On 17 February 1975, Charge Lehmam sent telegram to General Brent Scowcroft. The telegram means that: I visited Phnom Penh on 15 and 16 February. The Marshal fanciful and seemed out of touch with realities. General Sousthen appeared harassed and depressed Prime Minister, Foreign Ministry Finance Minister and Ambassador Um Sin were however realistie as to the gravity of the situation and the importance of the impending congressional visit.
កាលពីថ្ងៃទី១៧ ខែកុម្ភៈ ឆ្នាំ១៩៧៥ ឆាច លេម៉ម បានផ្ញើទូរលេខ ទៅឧត្ដមសេនីយ៍ ស្គូវគ្រូវ។ ទូរលេខមានអត្ថន័យដូចខាងក្រោម ៈ ខ្ញុំមកទស្សនាភ្នំពេញ កាលពីថ្ងៃទី១៥-១៦ ខែកុម្ភៈ។ លោកសេនាប្រមុខហាក់ដូចជារំខាន និងធ្វើឱ្យនាយករដ្ឋមន្ដ្រី, រដ្ឋមន្ដ្រីក្រសួងការបរទេស, រដ្ឋមន្ដ្រីក្រសួងហិរញ្ញវត្ថុ និងឯកអគ្គរាជទូត អ៊ុំ ស៊ីម ខកចិត្ដ។
