At Tab A is Tom Sterns's (State PM) explanation of what passman is tyring to do on the Cambodian supplemental. This passman ploy apparently accounts for Schlesinger's delay in endorsing the Emergency Bill. Both Sterns and Lex Schnee feel we should try the passman route first and don't believe. It would lose much time Schnee suggested that the President call congressman conte and ask him to support passman's effort.
នៅចំណុច អា ថម ស្ទីម បានបកស្រាយពីអ្វីដែល ផាសមែន បាន ធ្វើទៅលើប្រាក់ឧបត្ថម្ភ។ ពន្យាពេលផ្ដល់ប្រាក់អាសន្ន។ ទាំង ស្ទើន និង លេច សេ្ន យល់ថាពួកយើងគួរតែសាកប្រើប្រាស់ផ្លូវស្នើដោយ ផាសមែនដោយគិតថាវាចំណេញពេល។ សេ្ន បានស្នើរទៅលោក ប្រធានាធិបតី ឱ្យប្រាប់ទៅសភាឱ្យជួបដល់ ផាសមែន។
