A memorandum written by WR. Smyser about the changing the possition of Prince Norodam Sihanouk on holding talks with U.S. was sent to Secretary Kissinger. On October 14, 1974 the Swedish DCM in Peking told U.S., Liason office, that Prince Norodom Sihanouk recently had chaged his position regarding negotiation with the U.s.
