A memorandum of W.R. Smyser for Secretary Kissinger was sent on September 6, 1974 under the subject "Probing for Talks on Cambodia". The arttitudes of Prince Sihanouk, the Khmer Communist, Hanoi, Beijing and Moscow were described on this memorandum.
អនុស្សរណៈរបស់លោក ឌុបដឺវេ អ៊ែ ស្មាយសឺ ជូនលេខាធិការ ឃីសស៊ីនហ្គ័រ កាលពីថ្ងៃទី០៦ ខែកញ្ញា ឆ្នាំ១៩៧៤ ក្រោមប្រធានបទ «ការសំណូមពរឱ្យមានការពិភាក្សាពីប្រទេស កម្ពុជា»។ ឥរិយាបទសមេ្ដចសីហនុ, ខ្មែរកុម្មុយនីស្ដ, ប៉េកាំង, និងម៉ូស្កូ បានរៀបរាប់ក្នុងអនុស្សរណៈនេះ។
