On March 12, Prince Sihanouk himself said that the Khmer Communist will be in complete control of all ''internal policies'' after the fall of Phnom Penh so there is no question whose, policies will be applied to the population under a new government. The following examples of systematic terror lead to the conclusion that a wides spread purge will follow the capture of Phnom Penh by the Communists.
ថ្ងៃទី១២ មីនា សមេ្ដចសីហនុ បានមានព្រះបនទូលថា ខ្មែរក្រហមនឹង គ្រប់គ្រងនយោបាយផ្ទៃទាំងស្រុង ក្រោយពីការដួលរលំនៅភ្នំពេញ ដូចេ្នះពិតជាមិនដឹងទេថា យើងនឹងរស់នៅក្នុងនយោបាយបែបណា ក្រោយការដឹកនាំរបស់រដ្ឋាភិបាល។ ទង្វើនៃភាពភ័យខ្លាចនេះបានធ្វើឱ្យមានការបោកសម្អាត ដើម្បីឈានទៅបានការកាន់កាប់ទីក្រុងភ្នំពេញ ដោយពួកកុម្មុយនិស្ដ។
