Lay man Kang, cadre of southwest zone, confessed that he knew Bun Thann aka Chann, secretary of district 1, western zone, and a number of people such as Pen Yorn, Ta Bakk, Ta Tit, and Ta Khis who were convinced by him to accept the Vietnamese influence, in 1963, when he worked as a worker of concrete building at Olympic. After the 1970 coup, Chann worked as a secretary of Kampong Leng Sub-district and made contact with Chey Suon. During his tenure as a secretary of sub-district, Chann gave ethnic Vietnamese more rights than the Cambodians enjoyed. Ethnic Vietnamese arbitrarily created havoc within authority line with Chann being a supporter. In 1973, Chann was involved in the stirring up of liberated zone and the battlefront with the White Khmer under the CIA leader Thim Tralai.
អាចារ្យកង កម្មាភិបាលភូមិភាគនិរតី បានឆ្លើយថា ឈ្មោះ ប៊ុន ថាន់ ហៅ ចាន់ លេខាស្រុកមួយ ភូមិភាគបស្ចឹម ខ្លួនបានស្គាល់ក្នុង ឆ្នាំ១៩៦៣ ពេលដែលធ្វើកម្មករផ្ទះថ្ម នៅផ្សារអូឡាំពិក និងមាន មនុស្សមួយចំនួនទៀតដូចជា ប៉ែន យន, តាបាក់, តាទិត និង តាឃីស ត្រូវបានខ្លួនអូសទាញឱ្យលង់ក្នុងឥទ្ធិពលវៀតណាម។ ក្រោយរដ្ឋប្រហារ១៩៧០ ចាន់ ធ្វើលេខាឃុំកំពង់លែង និងទាក់ទង ជាមួយ ជៃ សួន។ ក្នុងរយៈពេលធ្វើលេខាឃុំ ចាន់ បានបើកសិទ្ធិ ឱ្យអាណិកជនវៀតណាមខ្ពស់លើសប្រជាជនកម្ពុជាទៅ ទៀត។ វៀតណាមអុកឡុករដ្ឋអំណាចតាមចិត្ដដែលមានចាន់ជាបង្អែក។ ១៩៧៣ ចាន់ ចូលរួមសកម្មភាពអុកឡុកតំបន់រំដោះនិងសមរភូមិមុខ ជាមួយខ្មែរសដែលមាន ធឹម ត្រឡៃ ជាមេសេអ៊ីអា។
